No rebooting when syslog level changing

Introduce the difference in syslog level switching between V72 (or lower versions) and V73 (or higher versions).


Most of the time, our customer needs to export syslog (level 6) file for further analysis. It can help us our customer more convenient to export the file for us.


In V72 or lower versions, when we set the syslog as level 6, then the phone will reboot to make the change take effect no matter via web interface or auto provision.

Compared with them, in V73 or higher version,

via web interface, when we set the syslog as level 6, phone won’t reboot like before.

But via auto provision, it’s the same as before that it needs to reboot to take effect.

The auto provision can be seen as below:


##It configures the detail level of syslog information to be exported.0 means nothing and 6 means all.
